The legalized sports wagering ball started rolling in Ohio late last year when the state Senate passed a related bill by a vote of 31-1, and the House passed it by a vote of 72-12, giving Governor Mike DeWine the option to sign it into legislation on December 22.

Ever since, the regulatory element of the Ohio sports betting market launch process has been taking place behind the scenes, with additional specifics still to be worked out, all under the supervision of the Ohio Casino Control Commission, which is set to begin accepting license applications in June.

The period between the legality of the activity and the actual introduction of the market – but state Senator Kirk Schuring believes that this torturous limbo will not continue much longer.

Schuring talked launch of sports betting

In an interview with 1480 WHBC presenter Pam Cook, Sen. Schuring stated that he expects the state to formally begin its long-awaited in-person and mobile sports betting markets in the fall if “everything goes perfectly,” which is questionable.

According to state law, Ohio has until January 1, 2023, to launch the legal sports betting market.

Applications due June 15

Ohio is now accepting applications. Type A, B, and C sports betting licenses are due on June 15.
There are currently over thirty jurisdictions with their own versions of the legal sports betting market in place. Each one is unique, with some partnering with native tribes and others just allowing in-person action. In contrast, others have added a mobile alternative to the action.

The new sports betting law in Ohio permits three potential market distribution alternatives to be licensed:

Type A mobile sportsbook licenses
In-person sportsbooks require Type B licenses.
Type C licenses for sports betting kiosk operators.

Those standards must include both minor details, such as the appearance of the application, and big details, such as whether the applicant has the financial means to back the bets. The integrity of the program is likewise governed by rules, as is geo-fencing, which ensures that persons betting online in Ohio are actually in Ohio.

“It’s challenging,” Schuring acknowledged, “but we’re working hard.”

According to Ohio law, there is also a rule-making procedure, and the measure must go through the Joint Committee on Agency Rule Review, according to Schuring. It’s something that has existed for decades and essentially acts as a legislative veto. This committee has the power to veto the legislation if the government does not follow the spirit of the law. That’ll take 90 days.

The second factor is that it was difficult legislation to pass when we did this because there were so many conflicting interests, Schuring stated on the radio. “We now have the complete sports gambling law in the United States, including casinos, racinos, brick-and-mortar, sports franchises, and kiosks, as most people have noticed.”

Fellow sports fans in the state agree that this lengthy process might be worth it. Having the freedom and the option to place bets either through a mobile device or at the physical locations is new won freedom for sports fans. For example, The Cleveland Cavalier’s partnership with Caesars Sportsbook Ohio will offer retail sports betting at the Rocket Mortgage FieldHouse and their online sportsbook.
